NJCWRT Presents: NINETEENTH ANNUAL CIVIL WAR LEGAL ISSUES PRESENTATION

 The United States Constitution is silent on the issue of secession and it remains silent even after passage of the so-called  Civil War Amendments which were intended to reflect the changes in the structure of the national government as a result of the Civil War. We will examine whether the Civil War resolved the constitutional issue of secession  separate and apart from the destruction of the institution of slavery.
